Hoboken Police Arrest Blotter 4/20/23 - 4/26/23

1. On April 20, 2023, at approximately 6 p.m., Police Officers David Chicara and Daniel Grossi responded to the area of Harrison Street and Observer Highway on reports of someone trying to break into cars. Officers observed a suspect, later identified as 41-year-old Shavon Smith of Jersey City, who fit the caller's description. Smith was found to have four warrants issued by Jersey City which included charges of assault and trespassing. She was placed under arrest and during a search incident to arrest, officers found drug paraphernalia. She was transported to Hoboken Police Headquarters, processed, and charged with possession of drug paraphernalia. Jersey City Police Officers picked Smith up, to be processed on their warrants.

2. On April 21, 2023, at approximately 5:42 p.m., Police Officers Daniel Baron and Shawn Sodora reported to the area of Fifth and Washington Streets (Delite Wine and Spirits) on reports of a shoplifting of vaporizing pens. The suspect had left, but officers later found a man fitting the caller’s description, in the parking lot of The Hudson School, 608 Garden St., which is gated off from the public. 28- year-old Alterek Irving of Newark was arrested and a search incident to arrest found seven vaporizer pens. He was transported to Hoboken Police Headquarters and charged with shoplifting. He was also found to have outstanding warrants for criminal mischief and robbery out of Hoboken for an August 2023 incident during which he smashed car windows causing damage. He was processed on all charges and transported to the Hudson County Correctional Facility.

3. On April 21, 2023, at approximately 6:31 p.m., Police Officers Daniel Grossi and Keven De La Cruz observed a male known to them as 55-year-old Richard Maldonado of Jersey City near the intersection of Second and Harrison Streets. Maldonado was known to have an active warrant for his arrest out of Hoboken for breaking into a vehicle, stealing items, and causing damage on February 11, 2023. A search incident to arrest revealed multiple contraband items including drug paraphernalia. Maldonado was transported to Hoboken Police Headquarters and processed for burglary, theft, and possession of burglary tools. He was remanded to the Hudson County Correctional Facility.

4. On April 22, 2023, at approximately 2:30 a.m., Police officers Daniel Grossi and Daniel Barron responded to a motor vehicle stop by Police Officers Arron Font and Matthew Bonanno near the area of 113 Washington St. It was learned that the driver, later identified as 34-year-old Christian Flores of Jersey City, had driven through a red light with his headlights and taillights off. Officers found there was an odor of an alcoholic beverage emanating from his breath, and he had bloodshot eyes. Flores was given a series of standardized field sobriety tests, after which he was placed under arrest for driving while intoxicated. A search of his car found open bottles of alcoholic beverages. He was transported to Hoboken Police Headquarters where he was issued summonses for driving while intoxicated, failure to observe a traffic signal, tinted windows, driving with an open container, obstruction of windshield, obstruction of traffic, driving without headlights illuminated, reckless driving, driving with a suspended registration, driving with a suspended license, failure to exhibit insurance, and failure to exhibit registration. As per John’s Law, he was released into the custody of a responsible party.

5. On April 22, 2023, at approximately 6:30 p.m., Police Officers Anothony Azzoline and Harry Montalvo were conducting a systematic building check of the Hoboken Housing Authority building at 300 Marshall Dr., when they observed a man, later identified as 41-year-old Jose Velez of Union City, sitting on the stairs of the seventh floor rear stairwell. He was seen holding drug paraphernalia, consistent with the use of CDS. A search incident to arrest discovered additional drug paraphernalia, including two used hypodermic syringes and a wax fold that contained residue of suspected CDS heroin. Velez was processed and charged with possession of drug paraphernalia and defiant trespass. He was transported to the Hudson County Correctional Facility.

6. On April 23, 2023, at approximately 10:11 a.m., Police Officer Tyrone Huggins responded to the area of Sixth Street and Willow Avenue on a report of someone riding recklessly on an electric scooter, threatening to cause bodily harm. Officer Huggins observed a person fitting the description traveling the wrong way on Fifth Street, almost causing a collision at the intersection of Fifth and Monroe Streets. The officer located and stopped the man who said he had no identification on him and provided a false name and social security number. He was later identified as 31-year-old Nelson Reyes of North Bergen. He was found to have two traffic warrants out of Clifton and Guttenberg. He was transported to Hoboken Police Headquarters where he was issued a summons for reckless driving. Guttenberg Police responded and took custody of Reyes.

7. On April 24, 2023, at approximately 12:45 a.m., Police Officers Andrias Bonilla and Marvin DeJesus responded to the area of 13th and Washington Streets on reports of motor vehicle accident reported by the Hoboken Fire Department. One of the drivers, identified as 25-year-old Julia Tsinkelis of Fair Lawn, was found to have an odor of alcoholic beverage emanating from her vehicle. Officers also observed empty cups, ice cubes and lemon slices inside the car. It was learned Tsinkelis’ vehicle crossed into the opposite lane of traffic and hit another car, which was double parked, head on. Two people in the second vehicle refused medical attention. Tsinkelis was given a series of field sobriety tests, after which she was placed under arrest for driving while intoxicated and transported to Hoboken Police Headquarters for processing. She was also charged with assault by auto. As per John’s Law, she was released into the custody of a responsible party.

8. On April 25, 2023, at approximately 5:45 p.m., Police Officer Jennifer Lee responded to Shoprite, 900 Madison St., on reports of a shoplifter. Store security had detained a male suspect, later identified as 55-year-old Michael Aligo of Hoboken, who had attempted to walk out of the store with a full shopping cart of groceries worth approximately $343.93 without paying. Aligo was arrested and transported to Police Headquarters where he was processed, charged with shoplifting, and released with a summons.

9. On April 25, 2023, at approximately 6:54 p.m., Police Officers Paul Quinn and Harold Milne responded to the 300 block of First Street on reports of a man who made threats to another. The caller stated the suspect came to his door to ask about his energy bill. When the victim asked the suspect to leave, he threated to come back and shoot him. While in the area, a female approached officers to report an unknown male was inside her nearby building. A man, later identified as 26-yearold Matthew Van Putten of Brooklyn, fitting the earlier description was observed walking out of that building. After an on-scene investigation, Van Putten was placed under arrest and transported to police headquarters for processing. He was charged with making terroristic threats, issued a summons, and released.

10. On April 25, 2023, at approximately 9:30 p.m., Police Officers Ricky Truppner and Rose Kanan responded to Shokudo Ramen, 61 14th St., on reports of a man with a knife. When they arrived, officers observed a man fitting the suspect description, later identified as 20-year-old Javahn Cargill of Minnesota, standing outside. Officers stopped Cargill and determined he possessed a knife. An on-scene investigation revealed Cargill had gotten into a verbal argument with another man, during which Cargill threatened the other person with a knife. Cargill was brought to Hoboken Police Headquarters, processed, and charged with unlawful possession of a weapon, possession of a weapon for unlawful purposes, and terroristic threats.
