1. On January 16, 2025, at approximately 2:55 a.m., Police Officers Frank Losurdo and Mark
Mooreman were on patrol on the 600 block of Sixth Street, when they observed a man known to
them as 60-year-old Pedro Abreu-Cruz of Newark on Hoboken Housing Authority (HHA)
property, where he did not live. When Abreu-Cruz saw the patrol car, he began to walk away at a
fast pace. Officers stopped him on the 300 block of Marshall Drive, and he was issued a
summons for defiant trespassing. He was offered transportation to a warming center, which he
denied and was released from the scene.
2. On January 16, 2025, at approximately 11:50 a.m., Police Officers Anthony Olivera and
Michael Aviles responded to Acme, 614 Clinton St., on reports of a man refusing to leave. By
the time they arrived, employees told them the man had left, taking a candy bar and drink he did
not pay for. Store employees did not want to file a complaint, but did ask officers to tell the actor
he was no longer allowed in the store. Officers located a man who fit the description near the
intersection of Clinton and Seventh Streets. He gave officers a fake name but was later identified
as 38-year-old Jose Rosario of Jersey City. While talking to officers Rosario kept spitting in
different directions and when they asked him to stop, he intentionally spat into an officer's face.
Rosario was placed under arrest and continued to spit in the direction of officers, while
attempting to resist arrest. Sgt. Wilfredo Gomez was also on the scene and assisted in getting
Rosario into the patrol car. He was transported to Hoboken Police Headquarters. During
transport he kept spitting in the back seat and once at headquarters, he refused to be fingerprinted
and photographed. During processing, he threatened to slash and kill officers. He was charged
with hindering, aggravated assault by throwing bodily fluids/spitting, refusing to be
fingerprinted, and making terrorist threats against law enforcement. He was ultimately
transported to the Hudson County Correctional Facility.
3. On January 17, 2025, at approximately 12:55 a.m., Police Officers Cynthia Rivera and Keven
De La Cruz responded to CVS, 59 Washington St., on reports of a woman refusing to leave.
Employees told officers they saw the woman hide merchandise in her bag and when she was
asked to leave, she refused. Officer located the woman in the back of the store and asked her to
leave. She grabbed the bag and attempted to leave with the unpaid items. Officers told her she
couldn’t leave and that she was under arrest. She began to tense her arms, yell profanities at
officers, threaten them, and then kicked one of them. A search incident to arrest located a total of
$72.79 worth of unpaid items. She was transported to Hoboken Police Headquarters and refused
to provide her identity. Investigation revealed her to be 32-year-old Jakiya Herron of
Morristown. During processing, Herron grabbed her shoe and threw it at an officer, hitting a
chair. While she was being handcuffed, she resisted by kicking officers. Hoboken Volunteer
Ambulance Corps (HVAC) was called to assist, and she spit at EMS, hitting one in the face. She
also continued to kick her legs at officers, in an attempt to injure them. She was charged with
shoplifting, aggravated assault on law enforcement, throwing bodily fluids, hindering, refusal,
and resisting arrest. She was ultimately transported to the Hudson County Correctional Facility.
4. On January 17, 2025, at approximately 1:50 a.m., Police Officers Alexander Miller and
Valentino Salgado were on patrol in the Hoboken Housing Authority (HHA) when they saw a
man on a bicycle who fit the description of 47-year-old Juan Jimenez of Hoboken, who they
knew was wanted on a warrant for burglary. They stopped him and the warrant was confirmed.
Police Officers Jayden Gonzalez and Ricky Truppner arrived on the scene to assist. Jimenez was
placed under arrest and a search found him to be in possession of a glass cylindrical tube burnt at
one end with copper mesh, two halves of a broken glass cylindrical tube with copper mesh, and
three screw drivers of various size. He was charged with possession of burglary tools and
possession of drug paraphernalia and ultimately transported to the Hudson County Correctional
Facility.
5. On January 17, 2025, at approximately 2 p.m., Police Officers Joshua Campoverde and
Anthony Ingraffia were traveling on Seventh Street between Clinton and Willow Avenue when
they saw a man who they recognized as 46-year-old David Cummings of Hoboken, who they had
numerous prior encounters with, involving narcotics. They saw he was holding a small cardboard
box. Officers approached Cummings, who did not stop, even when asked multiple times. He
walked into the street and around a parked vehicle, which is where officers stopped him. They
saw the box was from Sephora and addressed to another person. Cummings was placed under
arrest. A follow-up investigation revealed someone else called Hoboken Police to report they
saw someone, who fit Cummings description, take a package from a residential property earlier
in the day. A search incident to arrest located a wet cigarette that had been dipped in
phencyclidine (PCP). Police Officer Jayden Gonzalez arrived on scene to assist. Cummings was
transported to Hoboken Police Headquarters and charged with possession of CDS PCP, receiving
stolen property, and obstruction of the administration of law. He was processed on all charges
and transported to the Hudson County Correctional Facility.
6. On January 17, 2025, at approximately, 4 p.m., Police Officers Arturo Gonzalez, Jonathan
Figueroa, and Kyle Seper responded to the 100 block of Washington Street, on reports of a man
wearing hospital socks, no shoes, and trying to locate a cell phone. Officers located a man who
fit the description and followed him into CVS, 59 Washington St., where they saw him take a
few items off store shelves and attempt to walk out without paying. Officers stopped the man and
found him with a total of $13.40 in merchandise. The man began complaining about a laptop and
cell phone being stolen. He was arrested and transported to Hoboken Police Headquarters where
he gave officers multiple fake names and dates of birth. He was eventually identified as 33-year-old Adrian Ruz, of Hillside, NY. He was charged with shoplifting and obstructing the
administration of the law. He was released with a summons and court date.
7. On January 18, 2025, at approximately 3:15 a.m., Police Officers Valentino Salgado and
John Rodriguez were on patrol when they observed a car illegally parked on the 400 block of
Garden Street with the engine off and a man sleeping in the driver's seat. They woke up the
driver, later identified as 55-year-old Luis Rivera of Hoboken, who was told he couldn’t be
parked where he was and had to move. As he drove away, Rivera failed to open his side view
mirrors and failed to turn his headlights on. They observed him drive onto the sidewalk multiple
times, while attempting to parallel park. They conducted a motor vehicle stop and Rivera
appeared to be confused about the date and time. Officer Ricky Truppner arrived on the scene to
conduct a field sobriety test, after which Rivera was arrested and transported to Hoboken Police
Headquarters. He was charged with driving while intoxicated and reckless driving. As per John’s
Law he was released into the custody of a responsible party.
8. On January 18, 2025, at approximately 4:45 a.m., Police Officers Zackary Guido and John
Rodriguez were outside Hoboken Police Headquarters when they observed a vehicle parked with
the engine running, and two people sleeping inside; one in the driver's seat, the other in the front
passenger seat. Officers tried to wake them both up multiple times. When he did wake up, the
driver, later identified as 23-year-old Alkyjuan Green of Plainfield, appeared to be in an altered
state and didn’t understand requests to roll down the window. Officers opened the door to ensure
the driver and passenger were okay, and noticed Green had bloodshot and glossy eyes. They
observed the odor of alcoholic beverage emanating from Green. Police Officer Ricky Truppner
arrived to conduct a standard field sobriety test, after which Green was arrested. A search of the
car located an open bottle of tequila and Mike’s Hard Lemonade. Green was brought inside
Hoboken Police Headquarters where it was discovered he had a warrant out of South Plainfield.
He was charged with driving while intoxicated, reckless driving, open alcohol container in
vehicle, and unclear or fictitious plates. As per John’s Law, he was released into the custody of a
responsible party.
9. On January 18, 2025, at approximately 12:15 p.m., Sgt. Harold Milne and Police Officers
David Smentkowski, Ahmed Makshat, Stephen Chowanec, Donovan Ortiz, Vincent Guastini,
Mario Rodriguez, Anthony Olivera, and Michael Aviles responded to the 200 block of Jackson
Street, where two people were seen using CDS. Officers located two people on the seventh floor,
and knew they were not residents. They were identified as 25-year-old Sebastian Iniguez of
North Bergen and 55-year-old Antonio Melendez of Hoboken and were arrested for defiant
trespassing. A search incident to arrest of Iniguez revealed two clear glass cylindrical pipes burnt
at one end, multiple push rods, burnt wire mesh, and four empty wax folds with suspected CDS
heroin. A search of Melendez found him to be in possession of nine hypodermic needles, six
push rods, thirteen white wax folds containing a brown powdery substance suspected to be CDS
heroin, one white wax fold containing a white powdery substance suspected to be CDS heroin,
and one paper covered in a white powder suspected to be CDS cocaine. Both Melendez and
Iniguez were arrested and transported to Hoboken Police Headquarters. Iniguez was charged
with defiant trespassing and possession of drug paraphernalia. It was discovered he had a warrant
out of Weehawken. Melendez was charged with defiant trespassing, possession of drug
paraphernalia, distribution of CDS heroin within 500 feet of public housing, distribution of CDS
within 1,000 feet of a school, distribution of CDS heroin, and possession of CDS cocaine. After
being processed, both men were transported to the Hudson County Correctional Facility.
10. On January 19, 2025, at approximately 2:30 a.m., Police Officer Anthony Rutkowski
responded to the area of Seventh Street and Willow Avenue on reports of a man trying to open a
postal mailbox. When he arrived, he saw a man who fit the description of the actor walking away
from a mailbox and get into the passenger seat of a vehicle parked nearby. The car began to drive
away, and Officer Rutkowski activated his emergency lights and sirens to pull it over. The
vehicle stopped on the 200 block of Seventh Street and three men got out. They were later
identified as 31-year-old Jacquez McCall of Paterson, 30-year-old Sean Miller of East
Stroudsburg, PA, and 26-year-old Abdoul Toure of New York City. Lt. Edward Sellick, Sgt.
Michael Straten, and Police Officers Aaron Font, Zackary Guido, Ronald Kibitlewski, Mark
Mooreman, and Nicklas Valerius arrived on the scene to assist. Officers could see numerous
credit cards in a pocket near the handle of the front passenger side door, as well as a bag filled
with envelopes and papers through a back window which turned out to be mail with different
names and addresses on it. Another bag of mail was located on the rear seat of the vehicle, and a
stack of mail containing credit cards and checks for various amounts was found in the glove box.
McCall, Miller, and Toure were arrested and transported to Hoboken Police Headquarters where
they were charged with burglary, theft of movable property, conspiracy to commit burglary,
credit card theft, receiving stolen property, and criminal attempt. While he was being
transported, Miller kicked one of the officers and was additionally charged with aggravated
assault. It was discovered he had active warrants out of Elmwood Park and Kenilworth. McCall
and Toure were released with summonses and court dates, while Miller was ultimately

11. On January 19, 2025, at approximately 1:05 p.m., Police Officer Nicholas Protopapadakis
was patrolling the Hoboken Housing Authority (HHA), when he observed a man, he knew was
40-year-old Daniel Brinkerhoff of North Bergen on the 300 block of Jackson Street and knew he
wasn’t a resident of HHA. The officer also knew Brinkerhoff had several outstanding warrants.
Sgt. James Barbro and Police Officers Joshua Campoverde, Anthony Olivera, and Michael
Aviles arrived on the scene to assist. A search incident to arrest located five capped hypodermic
syringes, one glass cylindrical pipe, one metal push rod, one green straw with white residue,
eight wax folds with suspected CDS heroin. He was transported to Hoboken Police
Headquarters, where warrants out of Hoboken, Jersey City, and North Bergen were confirmed.
Brinkerhoff was charged with possession of CDS, possession of drug paraphernalia, and
possession of hypodermic needles without a valid prescription. After processing, he was
transported to the Jersey City Police Department for a warrant out of Jersey City.
12. On January 21, 2025, at approximately 4:30 p.m., Police Officers Brandon Cappelluti and
Trevor Thomas responded to CVS, 59 Washington St., on reports of a shoplifting in progress.
Officers with New Jersey Transit Police Department were on the scene and had the actor, later
identified as 50-year-old Kenneth Salazar of Union City, in custody. An on-scene investigation
revealed after a store manager flagged them down, the NJT police entered the store and met
Salazar at the exit, where he was trying to leave with approximately $380.50 in unpaid
merchandise in a tote bag. Salazar gave officers a false identification at first. Salazar was
transported to Hoboken Police Headquarters and charged with shoplifting and hindering
apprehension. After processing, he was transported to the Hudson County Correctional Facility.
13. On January 21, 2025, at approximately 7:20 p.m., Sgt. Daniel Grossi and Police Officers
Harry Montalvo and Aidan Gonzalez responded to ShopRite, 900 Madison St., on reports of a
shoplifter in custody. The man, later identified as 55-year-old Walter Arena of Jersey City, was
seen walking through the aisles and placing items into his jacket. He was then seen walking past
all of the registers without paying, before sitting on a bench near the exit, which is where store
security approached him. He was arrested for shoplifting and a search incident to arrest located a
metal cap burnt on the bottom, a container containing two unused syringe needles, one half of a
glass cylindrical pipe bunt on both ends with residue of CDS, and one metal push rod. He was
charged with shoplifting and possession of drug paraphernalia. He was transported to Hoboken
Police Headquarters for processing and later taken to the Hudson County Correctional Facility.
14. On January 21, 2025, at approximately 11:10 p.m., Police Officer Anthony Rutkowski
responded to the area of Eight Street and Hudson Street on reports of a man sleeping in a vehicle,
parked close to the corner, with the hazard lights on. Sgt. Daniel Grossi and Police Officer John
Rodriguez also responded and observed the driver to have slow and fumbling movements, and
have pinpoint eyes, which are signs of someone under the influence. The man, later identified as
42-year-old Mark Makarious of Bayonne, was given a field sobriety test, after which it was
determined he was too impaired to safely operate a motor vehicle, and he was placed under arrest
for driving while intoxicated. A search incident to arrest located a wallet that belonged to
someone else. He was transported to Hoboken Police Headquarters. He was charged with driving
while intoxicated, reckless driving, and parking on a crosswalk. He was ultimately released on a
summons.
15. On January 22, 2025, at approximately 12:35 a.m., Police Officers Anish Bhisey and
Carmen Benitez were conducting a sweep of a Hoboken Housing Authority (HHA) building on
the 600 block of Sixth Street when they located a man lying in a stairwell. He was identified as
62-year-old Nelson Perez of Hoboken who had been told many times prior, he could not be on
HHA property if he doesn’t live there, which he does not. Police Officers Ronald Kibitlewski
and Shyenna Vega were on the scene as well. Perez was arrested for defiant trespassing. He was
released with a summons and given information about local warming centers and services for
those who are unhoused.
16. On January 22, 2025, at approximately 3:30 p.m., Police Officers Jessica Pizanie and Frank
Lombardo responded to ShopRite, 900 Madison St, on reports of a shoplifting. Store security had
the actor, later identified as 45-year-old Faith Vanalstyne of Jersey City, in custody. An on-scene
investigation revealed she had taken approximately $24.50 worth of energy drinks and tried to
leave without paying. A search incident to arrest located multiple wax folds, multiple burnt wire
mesh pads, multiple burnt pieces of aluminum foil, three crack pipes, one hypothermic needle,
one push rod, two capsules suspected to contain CDS heroin, capsules, 14 debit cards that did not
belong to her, two ID cards that didn’t belong to her, and one debit card that didn’t belong to her.
She was charged with shoplifting, possession of CDS, possession of drug paraphernalia, and
unlawful use of credit cards. She was released on a summons with a court date.
17. On January 23, 2025, at approximately 11:35 p.m., Police Officer Dylan Archilla was
flagged down by an employee at CVS, 59 Washington St., who told him someone had just
shoplifted and left. The employee pointed to a woman who was walking away and the officer
caught up to her. When the officer approached her and began to question her, the woman, later
identified as 37-year-old Inna Diaz of Hoboken, pushed the officer. She further resisted when he
tried to handcuff her. Multiple officers responded, including Police Officer Aiden Gonzalez who
assisted Officer Archilla in handcuffing Diaz, and Officer Cynthia Rivera who conducted a
search incident to arrest. Diaz spat at two of the responding officers but missed. She was
transported to Hoboken Police Headquarters. She was charged with shoplifting, resisting arrest,
and throwing bodily fluids at a law enforcement officer. She was released with a summons.
