1. On October 16th, 2024, members of the West New York Police Department transferred 50-year-old Hector L. Velez of
North Bergen, NJ, into the custody of the Guttenberg Police Department following his arrest for an active warrant,
issued by the Guttenberg Municipal Court. Upon the completion of his arrest processing, Mr. Velez was released on his
own recognizance, pending his next court appearance with the Guttenberg Municipal Court.
2. On October 19th, 2024, members of the Guttenberg Police Department’s Patrol Division responded to a home on the
100 block of 70th Street after receiving a report of a robbery. During their on-scene investigation, officers arrested 66-
year-old Brian M. Burns of Guttenberg, NJ, for terroristic threats [2C:12-3A] and aggravated assault against a law
enforcement officer [2C:12-1B(5)(A)]. Mr. Burns was then transported to the Guttenberg Police Department for his
arrest processing. Upon the completion of his arrest processing, Mr. Burns was issued his complaint warrant and then
lodged in the Hudson County Correctional Center.
3. On October 20th, 2024, during a motor vehicle stop, members of the Guttenberg Police Department’s Patrol Division
arrested 42-year-old Carlos A. Carrion-Baidal of West New York, NJ, for driving while intoxicated [39:4-50]. Mr. CarrionBaidal was then transported to the Guttenberg Police Department for his arrest processing. Upon the completion of his
arrest processing, Mr. Carrion-Baidal was issued numerous summonses for traffic violations and then released into the
custody of a responsible adult.
4. On October 20th, 2024, members of the Guttenberg Police Department’s Patrol Division responded to a home on the
100 block of 70th Street after receiving a report of a burglary. During their on-scene investigation, officers were able to
identify the defendant, who was no longer on the scene. Shortly after, officers located 24-year-old Christian J. Clarin of
West New York, NJ, and placed him under arrest for burglary [2C:18-2] and theft [2C:20-3A]. Mr. Clarin was then
transported to the Guttenberg Police Department for his arrest processing. Upon the completion of his arrest
processing, Mr. Clarin was issued his complaint warrant and then lodged in the Hudson County Correctional Center.
The charges above are merely accusations. Every defendant is presumed innocent unless and until proven
guilty in a court of law.
