Fairfield Police Hire Special Class II Officer and Appoint a Department Chaplain

Fairfield (NJ) – The Fairfield Police Department announces the hiring of Special Class II Police Officer Juan Barroso and Chaplain Orlando Soto. SLEO Barroso was sworn in at the August 23, 2023 meeting of the Fairfield Mayor and Council. Chaplain Soto was introduced to the public at the same meeting.

SLEO Barroso began his law enforcement career with the Hudson County Sheriff’s Office in 2006. He attended the Morris County Police Academy in 2006 and served as the vice president of his class. He then decided to switch professions by becoming a Kearny firefighter, attending the Passaic County Firefighter and EMT Academy in 2007.

While serving as a full-time firefighter, Officer Barroso kept his Police Training Commission certification active by serving as a Class 2 Special Police Officer with the Clifton Police Department from 2008-2012, the East Newark Police Department from 2012-2016, and then the Harrison Police Department from October 2016-August 2023.

He is an Emergency Medical Technician, a licensed New Jersey arson investigator, and is bilingual in both English and Spanish.

Chaplain Orlando Soto is a retired lieutenant with the Orange Police Department where he had a distinguished 25-year career and served as the commander of their Community Policing Unit. He oversaw their National Night Out event, Junior Police Academy, and many other initiatives put in place to help enhance police/community relations. He has been affiliated with the Abundant Life Worship Center in Whippany, NJ. In 2015, he was ordained as a chaplain with the Livingston Police Department and still serves them in this capacity today. In addition, he is bilingual in both English and Spanish.

“Chaplain Soto is a welcome addition to our department who will help to enhance our officer resiliency program and assist us at certain calls where his spiritual expertise is very often needed” said Chief Anthony G. Manna at the ceremony.
